UCI BMX Rule Book
This is Part VI of the International Cycle Union rule book covering BMX rules & regulations. Please note that BMXA do not operate in compliance with some of these International rules. However with World Titles & the upcoming Olympic Games being run by these rules it is handy to be able to refer to. The book also refers to track design requirements.

5. Rule Change Proposals


5.1 Three heat final option. Discussions ensued on whether a rule should be placed in the rulebook to cover. Formats such as these are already covered in the rulebook, entries D2. Ensure is advertised on the flyer.

5.2 Introduction of Pro Veterans Class, as per above. Ensure is clear on flyer.

5.3 Clarification of or extension of rule 17.E.1.i so as it may be written into the computer programs. Seeding in snake ranking pattern preferred option for the quarterfinals. Progression from semis to finals will rely on seeding from rankings related to position at the end of motos.

6. Reviews.

i. & ii A/AA Log Books, Vouchers & 14+ Money Class. Rule to be amended "Riders who nominate for this class are not eligible to nominate for any other 20" age class." Rule 17D2 - to be deleted. Unanimous. No date for logbooks, once $1500 is reached then riders moves to AA. No breach of privacy laws. Prize money payments to be forwarded to national office for national register. A/AA riders should be encouraged to maintain a logbook.


ACTION: State Officiating Directors to return to state & make sure prize money information is forwarded to National Office.


iii. Risk Management Document. Heath is maintaining a log of accident reports & facility checklists from all clubs. Officials accreditation system should be raising the awareness of the clubs of risk management.


One of the reasons we are involved with Planet X is because of our record on risk management. BMX is recognised as a leader is this area.


iv. How payback effects % relationships between amounts set down to be paid to different groups. Ian foresees as a problem. Discussions on entries of A/AA & payback percentages.


Minimum prize pool must be advertised, may be increased not reduced & payout percentages remain the same. Unable to offer more to A riders it must go to the pool. Payback goes into the total prize pool prior to payout. Riders should be encouraged to aim for AA. We need to be careful with offering payback & understanding what it means eg: large entries for a single classes eg: girl's classes & A class it may not be equitable to have a payback situation.


v. Clarification of Start Gate position selection options for various racing formats.

Random computer draw for motos unless manual meeting. Ball draws on the gate or Olympic Lane draw for finals. Must be clarified on flyer.


vi. Conditions of entry. Already discussed. Must be clearly stated on flyer & nomination form.

The A/AA females receive 25% or the prize pool & they pay the same entry fee as the males. This seems inequitable. Discussions. Up to event organiers to decide on entry fees.


vii. 14+ money Class - already covered in i & ii.


viii. Duty of care in riders riding up (Rule 17 d 1). Judgment on the day & common sense prevails. As long as you took reasonable care in reaching the decision then onus is on the rider. Training nights require an accredited coach & starter as the minimum requirements.


ix. Rule 17 i 15 & Rule 23 a 4 are contradictory and require clarification.

Page 31, rule i 15 states "a competitor wishing to protest must do so prior to leaving the finish area."

Page 39, rule 23 a 4 states "any competitor in any Bicycle Motocross Australia Inc event may take a protest to the Race Commissaire for any of the following matters."

i the scoring of a rider

Utilising finish poles only (no video camera)
Utilising video camera equipment only (no finish poles)
All agree there is no contradiction.


x. Consideration - re-introduction of "No" call on the gate. All agree not to re-introduce.


xi. Junior Sports Policy. Consistency of licence issue of 7years turning 8years. If an event is conducted under "year of competition" a 7year old competes in the 8year class. There is no licence update requirement unless the rider requests an open licence. An application and payment of $10.00 is forwarded to the national office for processing.


Riders may move in & out of sprocket class if there is a variation of age at day & year of competition.


xii. BMXV v's Babington. No conviction was recorded therefore no action can be taken. According to BMXV the matter is closed.


xiii. Dangerous jewellery re Khalen Young's chin piercing. Bill Dunkley did inspect & did not deem it to be a danger to other riders however suggested that Khalen remove it for his own safety. Khalen elected not to remove.


7. General Business.

7.1 Consistency in implementing the rules with the states is imperative.

7.2 Page 81 of the rulebook. A 14-24 year old competitor with a current top 8 National or State/Territory ranking in any 20" class or below may compete in the A Open class. A 14-24 year old competitor with a current top 8 world ranking in any 20" class or has won a total of $1500 in prize money in A or AA events must compete in AA Open class.


ACTION: Delete this clause.


7.3 Nominations for official of the year. Ray nominates Sally Howe for her work over the past 2 months & being the first female chief commissaire at the National Championships & Ian North for his exceptional work in promoting the national officiating program within the state of WA & his resource development. Call for nominations. Peter Moyle was nominated for his work in scoring. All are worthy recipients.


7.4 Page 59. Amend "no entries will be accepted," to "a late fee may apply after this date" throughout rulebook.


7.5 A.S.D.A.

Breach of A.S.D.A. confidence. Robert Burr reported that Barrie Vickers is completing the investigation & reporting back to BMXA. Pam was requested to table the events after she was informed that A.S.D.A. would be attending BMXV State Championships. Discussions ensued. No procedures for drug testing are available currently John Walczuk is compiling.


There should always be facilities available for A.S.D.A. testing at State Championships & above.
